Deadline looms for annual leaveBy Eric J. GlinzHuman Resources Management and Development Office For Federal employees who currently have annual leave balances exceeding 240 hours, the time has come when they must schedule the use of their excess leave. The maximum amount of annual leave that most employees can carry over to the next leave year is 240 hours. The Federal leave year ends on Jan. 1, 2000, upon which all annual leave in excess of the maximum carry-over will automatically be forfeited. All Dryden employees have the responsibility to take appropriate steps immediately for the proper scheduling and documenting of their annual leave for the remainder of the leave year. "Use or lose" leave must be documented with a SF-71 (Application for Leave), and approved by their immediate supervisor no later than Nov. 15, 1999. Under certain limited circumstances, regulations allow forfeited annual leave to be restored; however, for such forfeited leave to be restored, it must be scheduled and approved in writing through the submission of an SF-71 by Nov. 15. The three circumstances under which leave may be restored are: o Exigencies of public business o Sickness or injury; or o Administrative error. Approval for restoration of leave due to an exigency of the public business must be granted by Dryden's director or deputy director prior to the actual date of forfeiture. Since approval will be granted only under rare or extenuating circumstances, employees and supervisors should make every effort to ensure that leave does not have to be restored. The following process must be observed for the restoration of forfeited leave: o Leave must be scheduled on an SF-71 and approved by your supervisor o An exigency declared by your supervisor must be approved by center director/deputy director o Your leave may then be canceled o Leave is lost at the beginning of the new leave year, Jan. 2, 2000 o You may then request the Restoration of Forfeited Annual Leave form from the Human Resources, Management, and Development Office o Complete the form and submit it back to Human Resources. o Once the form has been reviewed by Human Resources and the Legal Office, it is forwarded to the center director for approval.
